Hi All
First time poster - please be gentle!
I was issued a PCN by Wakefield Council on 19/4, as I was 6 minutes over the time on my Pay & Display ticket. I'm appealing this on grounds of mitigating circumstances. First appeal (via email) was rejected, so I made a formal written appeal, which was also rejected.
From the myriad of different sites I've seen on this, the 2nd rejection letter from the Council should be in the form of a Notice of Rejection of Representation (nowhere is this phrase used) and should also include a Notice of Appeal form. There's no information on/reference to making a further appeal to a tribunal, so I wrote to them asking for this. They have replied saying that they have no such form, and that my next course of action is to basically wait for the court summons and to plead my case with the magistrate.
This all seems to go against a lot of stuff I've read on the appeals process, and I think I just need a rational person to hold my hand & clarify everything!!

Welcome to the forum, as this is a council ticket we do advise posting on https://www.pepipoo.com if you haven't already, they have a number of users who specialise in these ticketsWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

You're thinking of decriminalised parking where there is a system of independent tribunals you can appeal to.
Unfortunately it looks like Wakefield still do things the old fashioned way so it's their internal appeal system and then off to the magistrate if you don't pay.
It's a criminal offence so I'd get some proper advice if you're considering going to court.0 -
Oops missed that, if they don't accept your appeal as its an Excess Charge Notice I would advise to pay and I am sure that the guys over on Pepipoo would say the same. Next step is magistrates court where the costs could increase hugely if you lose.
