Hello there
Looking for some advice please. Son received PCN recently. He went to work, had to park on Pay & Display Car Park run by the above. Put £3 in one of the machines but no ticket came out. Put £2.50 in the other machine and got a ticket for 3 or 4 hours (he's not here at the moment so I will confirm later). He couldn't get out of work to move the car or get another ticket and received the Parking Charge Notice for £100 reduced to £60 if paid within 14 days "Vehicle Timed Out".
Should he appeal to Elite pointing out that the first machine was not producing tickets and kept the money?
I understand most appeals are rejected and then you have to appeal to POPLA.
I've scanned both sides of the "ticket" and uploaded them to photobucket but I've never done this before so hope it works.

Perfect first post, loads of info and you've shown that you've read about what to do. Just can't see the front page of the 'ticket' as that link shows a blank page, so maybe update that (make sure no car reg or location or ticket number/barcode is showing that would ID you).

The registered keeper should be the one to appeal and ONLY when the first letter arrives in the post. So it's a waiting game for now.
Have a look at some other threads on page 1 - 3 of the forum now, about any PPC at all (not just Elite) as you will see what sort of challenge to send when the first letter arrives. Keep them all, bound to be non-compliant which helps at the POPLA stage! When you do have a POPLA code definitely come back here to get POPLA appeal advice as there are certain points & certain wording that we recommend to tie the PPC in knots.PRIVATE 'PCN'? Yep that worked, wow they expect stupid victims to pay by card and put a 3 digit card security code on the bit of paper and stick it in the post!
Anyway have fun comparing it to this checklist for a 'Notice to Driver':

I left the ticket number on the bottom part of the ticket so I deleted my post but you replied and the ticket number is in your post - can you edit yours please.
I've uploaded, linked, whatever, the front of the "invoice" again without the number.
