Can any one give me some advice? I am registered disabled and have a blue badge. I got a ticket in Braehead for parking in a disabled space but it was a windy day and my blue badge must have blown on to the floor of my car. I tried to contact UKPC however because they had put the wrong number on the notice they left on my windscreen I couldn't get contact them on their web site. I now have a letter from DEBT RECOVERY PLUS telling me they will take me to court if I do not pay £140. UKPC say they contact DVLA to see if you have disabled badge but they do not appear to have done so in this case. I have contacted debt recovery plus and tried to explain my situation but they are not interested. In fact they were extremely rude to me and told me that they will take me to court and that they have never lost a case. I am minded to go to court to cost them the expense as I had a right to park there. Can anyone put any light on whther or not I should challenge this and if I do so will I be successfull?

Utter garbage from UKPC, the dvla don't hold records of blue badge holders, they have told you lies!

As for never losing a case DR+ are lying as they have never taken anyone to court for parking! So I guess they never losing a case is accurate, but considering they never been there to lose one, its farcical.

You course is set now, just ignore everything from Debt Recovery Plus and Zenith Collections when they write next. They are in fact DR + pretending to be someone else. Just check signatures of James and Claire when you can compare both.

    Hi There,

There is a website called ukpcappeals.co.uk and you can appeal online with regards to your parking ticket and also view your vehicle with Ref No on the ticket and your registration No. in the View Photos icon at the top right of the web Page.
I would double check that all the contact details are correct before submitting your details, and also contact DVLA to provide evidence of the Blue Badge with a Letter and use your Local authority to provide evidence.
I would call there bluff and say there was a badge on display, unless they have taken a picture, and get them to prove there wasn't badge there, BUT there was a badge on display (Right !)
Something simular happened with me and I done what I said and got a letter of apology and asked me to make sure the badge was displayed properly, although it was !!! Money Grabbing, bored car park attendants that need to reach a bonus of parking tickets issued.

    Good Luck !!

There is no point viewing that website as they will not accept any challenge at all now, DR+ are just collecting an alleged debt so will not listen to anything apart from give us money!

As for contacting the dvla about the blue badge, that's a waste of time and they will not be interested in a blue badge as evidence. The only time disability is of interest to them is if it impairs your driving, or to get a zero rated tax disc.

This situation with ukpc has absolutely nothing to do with the dvla, unless there is a breach of the law or the bpa code of practice. But even then its virtually impossible to get them to do anything.

As this is Scotland, the usual advice is simply to ignore them. However, as you've already contacted them, they're only going to give you hassle. The stuff about ne never losing at court is the biggest load of BS ever. And anyway, we know of no parking charge case ever going to court in Scotland.

There's even more rot about them trying to tell if you have a disabled badge. For a start, teh DVLA doesn't know if you have one or not. However, I presume your tax disc is zero/disabled exemption. So they know this, yet still pursue it. This is nothing new. No PPC is known to back down in the face of evidence that the driver is disabled - they'd be losing out on potential revenue if they did.

If you do want to go on the offensive, you can play the Equalities Act card. Basically, once they knew of your disability, they should have stopped hassling you. But greed gets the better of them. The user Coupon Mad is the expert in these cases, and she'll probably pick this up later with some more specific advice. What you'll be doing is getting your retaliation in first and threatening THEM with court, with a far stronger case than they have.

Nothing to add really to the good advice already given by The Slithy Tove and Stroma.

Except that UKPC never do Court and nor do DRP and Zenith (not over fake PCNs like this!)! Laugh at their letters:

You've learned never to bother to ring a debt collector at least! :)
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I agree - this alleged 'offence' took place in Scotland - so just ignore everything.

As for the blue badge and DVLA - they are in no way connected.

The badge belongs to an individual - not a vehicle.

DVLA have absolutely no records showing which vehicles are associated with which badge.

My Dad has a blue badge - and he doesn't even have a car any more.

I, my sister, my daughter, and various other family members take him anywhere he needs to go.

So his blue badge could be displayed in 4 or 5 different vehicles in the course of a week.

Forget it and have a cup of tea and a laugh about the silliness of it all.
  • Thanks to everyone for your wise words. I feel a lot more reassured and plan to ignore any further correspondence from them. Since my post I have not heard from them so hopefully they will leave me alone.

Actually, next time you go to Braehead, take the lift to the 3rd Floor (Management Centre). Show the paperwork, and they'll resolve it. There has been a great deal of abuse in these bays, and at last they are doing something.

By calling in, it will cut out the 6 letter chain you would normally get.
