She really needs to post herself so we can question her on what paper work and from who she received.

Do try pepipoo and do try an emailed (paper trail!) complaint to the Council IMMEDIATELY to the top. She should not be paying a bailiff IMHO and should be helped to explore all avenues.
I know... that's exactly what I would have done, and I'd have told her if she'd said something earlier. I think she tends to think along the lines of "if I ignore this it'll go away" sometimes. Never a good idea.

I'll definitely recommend MSE to her!It is definitely the local borough council though, I saw some of the documentation last night. I can't fathom why it wasn't properly dealt with at an earlier stage, but there we are.

RuthnJasper - also tell her that (for next time) to not deal with these people on the 'phone (unless she's willing to stump up a £10 in a Subject Access Request for the recordings) and get everything in writing.0
