CELtd PCN for local coop free to park

Hi woundering if anyone can help, the wife recently received a PCN from CEL and have read through some threads and was wanting to know my next step.
My first possible issue is that the date of "incident" was, lets say, 01/05/13 and the pcn was issued on 15/05/13.
If my understanding is right the pcn should have been recived on the 15th and as such the pcn is null and void as it was not recived until, lets say 16/05/13 plus I belive the pofa (think this is right acronym..having an overload) states it requires 2 days if sent by mail. Or am I reading this wrong.
Will add pics of pcn to help (minus specifics) when I work out how, keeps telling me I cant

Well they must get it to you 14 days plus 1 , so if they haven't it breaches the Protection of Freedoms Act 2012. But its best not to think as null and void as this company issues claims, and you need to challenge them on this.
So can you confirm the timeframe, bare in mind that they could have more time around bank holidays. And don't put precise details as they do monitor this forumWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Those dates give the time frame but not correct dates, no bank hols in that time either so depending on how you count it I would have thought that this is out of time frame.
There are other issues too as I can not find where it references the creditor etc etc0 -

You are right, about 'the creditor' too - you have done your homework! Have you seen the sort of soft appeal to send? Such as these discussed here:

Do not say who was driving in your challenge! But you could add wording similar to that used by the Parking Prankster there in that first linked post, to make it clear to CEL you know the score. You could also add that you are going to make an official complaint to the CEO of the Co-op if they do not cancel the spurious 'charge' when you were a genuine customer. Just be careful not to add anything that accidentally says 'I did this'!
And complain to the Store Manager at the Co-op (not other staff) IMMEDIATELY as he/she should be able to cancel these fake PCNs if you complain promptly, show a receipt and show yourself to be assertive and angry about the harassment.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
