Why can't I get this to install?

Photoshop Elements was downloaded free via an offer that was on when a drawing tablet was purchased.
I now want to use the tablet (and program) on a different pc so I searched for info about doing so.
Someone else had a similar query and this was the reply from the company representative...
"If you have downloaded the software already on one machine, you can copy the file to another machine and run the installation there. You can also log into your registration account again and 'request another download'. Legally the software license allows to use the software only on one machine at a time."
I tried copying the folder over to the other pc and clicking on the exe file but it throws up an error message (error 6) and does nothing.
Any ideas how to get this to work?

Do both PCs have the same operating system?
Also, it is a folder with the installation file .exe in that you've copied over I assume and not the folder that has the installed program's .exe in?0 -
I've been able to re-download the program onto other pc so problem over.
(Yes, I copied the wrong folder initially.Too quick to get on with things.)

Few days late but...
It was the install file you need to keep safe and copy over. Just copying the program folder.
The folder wont have the required registry entries and any dll files installed to the system folder.Censorship Reigns Supreme in Troll City...0
