Can I get my HA to clean the property before I move in?

I'm to be moving into a bungalow in the next few weeks, one of the things I'm worried about is whether I'll be able to clean it sufficiently for moving in as I'm disabled and the previous tenant was a very heavy smoker and has left the place covered in a thick layer of yellow nicotine. The Housing Association say that they have emptied the property and cleaned up and the rest is for me to do but surely they would have cleaned it a bit more thoroughly. Where do I stand? Can I ask them to re-clean or get them to give me more time to clean before the move?
