    Well sadly Athena ANPR ltd have cancelled my parking charge :(

    I was looking forward to making them pay £27 for POPLA to cancel it :cool: But I get the distinct impression that Athena will do anything to avoid issuing a POPLA code :rotfl:

    I'll list the email correspondence with Athena below for anyone else who find themselves being harassed by ATHENA :eek:

    MYSELF :

    I wish to appeal the parking charge notice as I do not believe you have a contract with the landowner which allows you to charge me £90.

    ATHENA :

    Dear Sir/Madam,

    Thank you for your email in regards to the above parking charge.

    In order for us to deal with your appeal we would firstly like to request if you have any proof of shopping for the day or for other dates in the form of a receipt or bank statement.

    If you were not shopping in the store on the day or are not a Lidl regular shopper please kindly advise us accordingly so that we can proceed with the review process.

    Please do feel free to contact us with any other questions/queries you may have.

    The next contact from Athena was a demand for payment via post :eek: :eek: :eek:

    As I have not received any response to my appeal, which was lodged 01/07/2013, I now consider the matter closed.

    ATHENA :

    Dear Sir/Madam,

    With reference to your letter, please be advised of the following:

    We are contracted to manage the site at which the alleged contravention took place by the owner of the land.

    The terms and conditions of the car park are clearly displayed on signs in prominent places.

    All written appeals should be submitted within 28 days of delivery of the notice. As you have failed to do this we are unable to review your appeal.

    The parking charge remains outstanding. Please make payment by using a credit or debit card. Alternatively you can send a cheque or postal order. Cheques should be made payable to Athena ANPR Ltd.

    Formal Complaint Parking Charge 0001287986

    I wish to raise a formal complaint regarding parking charge no:0001287986

    As you can see by the email correspondence listed below I raised an appeal with your company on the 1st of July, well within the 28 days stipulated.

    I have not received a decision regarding that appeal.

    Either accept my appeal or decline it, if you continue to ignore my appeal I will raise the matter with the BPA.


    ATHENA :


    Dear Sir/Madam,
    Thank you for your email in regards to the above parking charge.
    Please be advised your charge has been cancelled and confirmation is attached

    Sadly that's the end of the matter for the moment :(

    I did do a bit of digging regarding the Lidls resource consent and the parking conditions associated with it :cool: It seems that Lidl aren't paying the applicable rates for a carpark that clearly isn't free, the signage clearly mentions fees for parking, and also indicates that profits from parking are made :rotfl:

    But sadly I can't be bothered wasting any more of my time on these cretins :p, I've already spent the best part of three minutes composing emails to the fine folks at Athena :rotfl: so I'll keep that info stashed away for future use :D


    So it's seems that Athena will do anything to avoid issuing a POPLA code, including cancelling the parking charge ;)

    I've read a few other threads on Athena ANPR's methods, common tactics include :

    : Asking for irrelevant information them simply ignoring a valid appeal if that information isn't supplied

    : Declining appeals then not providing a POPLA code


    I'll also add that due to Athena ANPR's devious approach only 8 appeals actually made it before POPLA last year :(

    Also Athena never do court, so if unlike me you don't have a few minutes spare to email an appeal to them, you're also fairly safe simply ignoring their feeble demands :beer:

    Well done on beating this fake PCN - but you may like to amend some details because you are muddling up two different firms.

    Athena are tame, like Britannia, and never do court nor seem particularly devious. A small fish flapping around in the dirty pool.

    ANPR Ltd (ex 'National Clamps') are the ones guilty of hiding POPLA codes and pretending that you have to apply to their 'N Martin' to use the code. And worse.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    They do seem to be a separate entity to ANPR Ltd

    I did mix up some of the information from threads regarding ANPR Ltd, I've edited my post above to reflect this, thanks for pointing it out

    I received a parking notice from Athena for overstaying in the Lidl carpark.

    I was parked there for about 15mins and then drove off to other shops and remembered I needed to get somthing else so came back a few hours later and parked there for less than 45mins.

    The ticket said I parked there for more than 3 hours, which is not right. It simply recorded the time I first entered the carpark and the final time I left the carpark.

    Being naive or more like stupid now. I paid the fine online when I received the notice, as I didn't want to be pursed for the higher fine of £90. The more I thought about it, the more I was sure I didn't overstay in the carpark. That is when I chance upon this forum about parking scam and that we shouldn't pay the fine.

    The carpark is in England and I have not kept any receipts of my purchases in any of the shops that day.

    The fine says £90 and if I pay within 14 days, it will be £45, which is what I paid.

    Is there anyway I can get my money back?

    If it helps, I can pop round to take a photo of what the parking display says.
