Only the police and local authorities have the power to issue parking fines.

    Hi FatAndy

Just thought I'd say that not even the police issue fines. They hand out Fixed Penalty Notices which like everything else are bound by legislation and contain terms and conditions and include methods of appeal. They also usually feature a genuine reduction for early settlement. If it is for something like not wearing your seatbelt then the action is non-recordable so would never go on your CRB nor would you need to declare it if filling out a job application. It is the court that can issue the oversubscribed "fine". Regards
