That's the national curriculum that doesn't apply to academies, free schools or private schools, and will now include an additional badly taught, unexamined subject that is of no interest to employers or universities, intended to fill in for what parents should teach anyway.

Later, Cameron and Gove will use the fact that children in state schools subject to the national curriculum (burdened down with PHSE, Citizenship and suchlike) aren't delivering the exam results, university places and employer satisfaction that the other schools are, and instead of concluding that the national curriculum is nonsense, instead conclude that the fault lies with state schools and force more to become academies, free schools and so on.

Here's a good test of a qualification or subject your child is being offered: is it on offer at your local private school? If not, why not? Will personal finance be offered at Eton? No, it certainly won't be. There's your answer.

All it does is give the crooks a head start.

The morally degenerate children will realise how clueless other children are, and start conning them out of their lunch money.

When the financially literate children grow up, they will become financial advisers, and sell pensions and other "products" designed to leech money from the dumb children, so that they end up penniless in retirement.
