Distance Learning Course Issue

Good Morning,
I just wondered if anyone could give me some advise on this.
I purchased a MCSE 2003 IT course from a distance learning company, I have paid in full some time ago, but have only taken 3 exams, I was advised that the remaining 4 exams would be upgraded as the course was due to expire. The course was sold to me advising i could take 10 years or more if i wanted.
I have come to upgrade and been told it cannot be done, then they would refund me 120, then i could upgrade, then i couldnt and they would offer me 570. They seem to be changing there mind every day and messing me about, but i paid for an MCSE qualification and all i have now is 3 wasted years and an offer of a refund on a course that cost almost 3k, which is around 20% of what I paid.
Can they do this? I paid for a service and almost everything they have promised has not been fulfilled, they stated all they can refund is the price of the exams not the course material or tutor-age, my tutor left over 8 months ago and i wasn't even informed, so it hasn't been much use, when i thought my emails were just being ignored and keep having to phone.
Just last month i had to buy an exam i had already paid for because they couldn't generate a payment code in over 3 and a half weeks, now i am being told that reimbursement has been removed from the exam refund, so i have paid twice and get 1 refunded.
Any advice would be appreciated, am i eligible for a higher refund? or is this all I would be able to take.
