Yep, I would say so.
Let us know how you get on and if you post the appeal make sure every printed page has the POPLA code at the top so no part of your appeal is lost.
If appealing on the POPLA website do not try to fit that appeal into the restricted-wordcount appeal box because it will cause an error and WILL be cut off short. Instead attach a PDF link to it along with any other links you want to show them like pics of signs, scan of their letters, etc. and just put a one-liner requiring POPLA to email you if any PDF attachment is not readable, particularly your full appeal letter from salutation to signature.PRIVATE 'PCN'? Good news everyone!!!! I have received my appeal back with acceptance. They have quashed the fine on multiple grounds. The main one was them not owning the land
