ukpcs centertainment - never got a ticket

Hi all. After sorting my pcn at doncaster airport I have another this time from ukpcs at centertainment sheffield.
Never got a ticket of any kind until a letter arrived at my work address as it was in my breakdown van. I csnt remember whether I was attending a breakdown or otherwise.
Anyway now I have recieved a £100 charge as early 28 day period has passed in a letter.
Now my past experience last year I ignored and that was the end.
Now however I believe the stance has changed and not sure whether to take the same approach.
Am I correct or is therea new procedure?

This is ukcps yes ? Also can you confirm the timeline and if England or Wales ?
1) was this a ticket on your van or sent through the post?
2) if on your vehicle was the notice to keeper within 56 days? Or if sent to you was it within 14 days?

According to the letter a notice was fixed to the windscreen of my van however I have never had a pcn on my van
Then the letter was sent through the post dated **/6/13 (1 month exactly) but was received on ¥/7/13 around a week after the dated letter0 -

So I would appeal IMMEDIATELY if they are claiming there was already a Notice to Driver on the van (even if there wasn't). There is no advantage (to you) in the firm naming you as the Driver because you will not get a POPLA chance as the driver. You need to reply as the 'keeper' having received that Notice to Keeper.
I would send a STRONG challenge (not a short one as normally advised) because UKCPS have been known to cancel when they see a strongly worded appeal. As in this case, they knew they would not win at POPLA so threw in the towel early:

Obviously you can't completely copy that wording as that person had already had a rejection letter and no POPLA code. But you can write a similarly strong letter saying that their Notice to Keeper is non-compliant in its wording, misleading about the appeals position and arrived too late because you do not believe a fake PCN was ever put on the van at all and that it seems that UKCPS may have just noted the details as it's a company van and decided to try a speculative Notice in the post, in the hope that it would just be paid by the owning company. In such circumstances the Keeper would have had to have received a postal Notice within 14 days not 2 months later. Also include a RE-WORDED version of points 1 to 6 on that linked example challenge shown in post #11 there in that pepipoo thread.
Send it very quickly but BY POST because UKCPS do not accept email appeals, in spite of what their notice may suggest. Send it 1st class in the morning and get proof of postage from the Post Office counter (which is free). Do not send it recorded.
Make sure your challenge doesn't say who was driving, just that you have received the Notice on xx/7/13 and that you are the 'keeper' of the van as defined in the Protection of Freedoms Act 2012 (which you are). Don't spend ages on it, the priority is to get it posted as the Notice was dated June. You can spend ages on the second stage appeal (POPLA) if it's needed.PRIVATE 'PCN'? Thought that was clear enough, it's only a letter, get it sent as you may be out of time if the NTK was around 28 days ago. JUST SEND IT.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
