Sorn fine advice

Looking for a bit of advice on a matter.
My girlfriend has a 125cc motorbike, which she hasn't used for some time. Mid June she sent the tax disk back to DVLA and requested to make it SORN. The bike is in the back yard securely locked.
She then had to ring them on 1st July chasing it as she hadn't had anything back from them, and had to declare it sorn over the telephone despite doing it in writing to them.
She has now received a letter from the DVLA stating the sorn will start 1st August, but she has now also received a letter which was printed 3 days after that letter stating she has failed to insure her vehicle and has received a £100 fine. However, the sorn was on record prior to that.
I'm concerned regarding the sorn. As far as I understand it, it should take effect immediately, though I have read some guidance that states it takes effect 4 weeks later. Even if it started 4 weeks after the notice of intent to make the vehicle SORN, it is still earlier than the time scale of their fine and even before this letter regarding the fine was generated.
Any advice on where we stand with it?

This fine, is basically an out of court settlement, the DVLA are basically saying pay us £100 and we won't take you to court.
BUT you have a letter stating the vehicle is no longer on the road. You do not need insurance. Even if they take 4 weeks to update, that actually does not affect you.
Unless they can prove that the vehicle has been on a public highway, you should be fine.
Your vehicle is SORN the moment you take it off the road and notify them.
The rest is administartive bs.
I would love to fight this new law too, as it does nothing, nothing!, to prvent uninsured drivers on the roads. Just lines the pockets of insurance companies, who pay tax, so its just another TAX to the common person.
And whilst I understand 90% of peope have insurance and use their cars, there is no requirement to insure a car which is not used. (or tax or MOT)0
