council turned down right to buy

i applied for the right to buy on my house and the council have refused. i am with west kent housing and they are saying that i am not a secure tenant because this house was part of sevenoaks council and then in 1989 they sold it to west kent housing and so that makes me not a secure tenant. i am really disappointed and was just wondering if anyone has had this problem and if they know what i should do now and if there anyway i could ever buy my house. thanks

are you sure you have the terminology correct
housing association tenants do not have RTB , they have right to acquire
if you asked for RTB then of course they will turn you down
read this if you don't know the difference

From this in your link I don't think he does:
Eligible properties
Your property must either have been:- built or bought by a housing association after 1 April 1997
- transferred from a local council to a housing association after 1 April 1997
