Swimwear for body conscious pre-teen? Surf swimwear?!

I have an incredibly body conscious 11 (almost 12) year old daughter and need to find her some practical swimwear for this year's holiday. She's very tall and thin but won't wear anything that shows off her body (BTW I have no idea why she is like this, but she is despite our reassurances).
Last year she wore an ordinary swimsuit with t-shirts over the top but to be honest, that was heavy and fairly impractical (and I'm not sure all places would allow it anyway). I've been googling and have found some rash vests which I think would be ok, but I have no idea what you wear with these?! I've found some board shorts but surely these gape? (Or are you meant to wear something underneath them, I can't tell?)
I have looked at the sun suits but these all seem to be designed for younger kids and not older ones. She is very fair, so to be honest it is better that she is covered up anyway.
The other thing is, I really don't want to have to spend a fortune as money is a little tight at the moment. Any suggestions please?

I'd also recommend a boyleg swimsuit - if there is a sports direct near you, you'll be able to pick one up in there!0

That seems to be normal for her age .. they have changes going on and whether they are ahead or behind their peers they seem to have issues.
Local pools won't allow you to wear a tshirt over a swimsuit but on th beach etc it will be fine.. or maybe a sarong would help her.

Yes rash guards are for preventing rash guard on boards, or sunburn in kids so you still wear a swimsuit or bikini underneath, you could also wear board shorts too.0

Have a look at fat face Beachwear.
They do a swimming top , called "rashie" with marching board shorts and even matching flip flops.
All very cute in funky prints , and being fat face , will be top quality too.0 -
I have a soon to be 12 year old who is the same, however she is also a tomboy so hasn't worn swimsuits or bikinis for years.
She wears a rash vest with long board shorts. She likes the shorts to be long, so we buy ones for boys. Boden and M&S have a vast range. We buy rash vests online from surf websites. I'm quite happy with this since they offer brilliant protection to (overseas) sun, but if your daughter doesn't totally reject all things 'girly', I think female board shorts with a swimsuit or tankini top looks great. I'm all for not showing off too much flesh ;-)0
