Can i get a full refund through paypal

I paid for a item last friday from a forum i'm on but I haven't received it :mad: I've contacted the person and they said they have been to busy at work so they will post it on Monday :( So I asked if they wouldn't mind giving me a refund as I needed the item on Saturday and they told me they have now gone and bought the padded envelope and two first class stamps ready for them to post it on Monday, If I want a refund I will have to cover the cost for the envelope and stamps and they will refund me the rest.

    They can only warn him so I thought it might be better to go through paypal.

    If you sent it as a paypal gift, which is how most transactions I've seen on forums work, paypal cannot force a refund.

    Exactly. There is another person asking about the same item and he is always selling this item.

    When you say you bought it last Friday, do you mean the 5th July?

    Also did you tell seller you had a time frame for delivery?

    I should of said I paid on the 28th of June. He did say before I paid he can post them the next day but once I paid he sent me a message saying that he's in work now so he won't be able to post them day but he will try and post them on Saturday or Monday.

    Then you can do an INR through paypal. If goods arrive meanwhile though then morally you would either have to cancel claim or just return the goods at your own cost.
