Charge for payment of money

I got an envelope today through the door which has been hand delivered with a title of Charge for Payment of Money. It is from a debt recovery agency for a parking charge in December last year.
The last I knew of this I disputed the parking charge with Glasgow council as there wasn't signage visible, no yellow lines etc. I hadn't heard anything since so assumed I was in the clear.
According to debt recovery people they have sent a final letter which I didn't get and a phone call which I did get although when I was asked by a cold caller to give my name, date of birth, and address I wouldn't do it and was told we couldn't discuss any more for data protection reasons. They are saying I have to pay it unless they are notified by council that it is no longer due.
When I phoned the council they said they sent a letter in March rejecting the appeal, on what grounds I am still unclear, and a letter in April saying it would be passed on to debt recovery if unpaid. I got neither of these letters.
The council are saying there is no longer a right to appeal due to time passed, and my only option is to pay it.
Any advice would be welcome.

Coupon if the op lives in Scotland which I suspect they do then baliffs don't exist there ....

This is serious - these were Sheriff Officers and the costs are escalating. They will also clamp your car and impound it pending payment (assuming they spot it). The have done this regularly since 2011.
Much of Glasgow is a CPZ, so individual signs are not required when you enter the zone. If a central area, you'd need to be pretty naive to believe you found an area with no restriction - I've only spotted private land as an option, and that is charged. Glasgow has no free parking, so if you paid nothing and got a ticket, it's a done deal I'm afraid.0 -
It wasn't central Glasgow and I've parked in the same area many times without penalty, albeit a while ago. Either this area is newly a no parking zone, or I have been lucky all the other times.
I parked in a space, got out and looked around for restriction signs and yellow lines etc. and found none so assumed everything was fine. It was the second lane of a one-way street, so no obstructions etc.
When I came back the whole line of cars had been booked, so I wasn't the only naive one there.0
