With all the costs of getting a new tenant, many being the ones which get paid by the tenant in England but are illegal in Scotland, it would be a very stupid LL who took that approach plus he has the beady eyes of the council on him already. But I must assume he is a stupid LL anyway for forgetting to renew his registrationThat may be so, but a landlord would also be within his legal rights to decide not to extend the tenancy.

I can't see why the tenant should be blamed because the LL had allowed his registration to lapse.
