Just be careful now if you do try to submit this online to POPLA, as their word-count box for appeals is too restricted and will cut that off in half! If you do send it electronically, instead write a brief heading & introduction in the POPLA appeal box and say 'see attached PDF for my full appeal. POPLA please tell me immediately by return email, if the attached PDF cannot be read in full'. And on the PDF put a header which shows the 10 digit POPLA code on every page (same applies if you send it by post, make sure every page has the POPLA code at the top and that it is all securely stapled to the covering form, not paper-clipped).

Just won the appeal at POPLA! Got them on the GPEOL. Thanks for all your help, I'll try and post it in the decisions thread but the correspondence has been physical letters and I'm having trouble with my scanner. But anyway, it's another loss on GPEOL for Parking Eye :-)
