Builder sold land for rented property development

When we bought our property back in 2006 the development was still on going. We were shown plans of future builds to finish development. The developer stopped building due to recession, but we always thought this would eventually be finished.
We have just learned he has sold the remaining land for rented property development.
Is he legally allowed to do this, as we all bought under the understanding it was going to be a private developement?

Tbh, even if it had stayed as a private development, you couldn't have stopped people buying to rent out...0

It could be worse - he could have built x number of social units there...

in all seriousness, if it wasnt rented, it would be social, and if it was not social, it would be shared equity, and if it wasnt that it would be help to buy
or you may get lucky and it may be retirement apartments0 -
