My prize from Philips

Last week I received an email telling me I have won a fantastic prize from Philips.
Today a parcel arrived from them.
It was a plain brown box with the item as shown in the photos. There was no instruction manual with whatever it is and it also appears to be used!
Does anybody know what it actually is, what it does and/or what it's for?

How strange, it's got a 3 pin plug, so it's obviously meant to be used in the home I would have thought. Google doesn't help much.Luck is believing you’re lucky – Tennessee Williams
