I bought a car from a trader for £1000 6mths later it was stolen and the ins. after a long struggle paid out £400 can I claim the difference from the card co. ,does anyone know?

No, it's not fault of the retailer that your car was stolen - therefore the credit card company definitely isn't liable.0
