G24 Charge notice

Hello,
I have received one of g24's charge notices for outstaying my welcome at Homebase and want to ask some advice.
Last summer I got a ticket from Parking Eye for parking at Fistral Beach without a ticket - I realised my mum had put slightly the wrong number plate in to the ticket machine when she'd bought the ticket so was going to appeal but after reading various threads on here I just ignored it (and a year later have heard nothing since the final letter last Autumn).
I realise things have changed slightly since last October and there seems to be a lot of conflicting advice as to whether you should appeal or ignore - I am inclined to ignore this in the same way I did with the PE one but what exactly did change in October? I have read the sticky thread but am not much wiser!

The Notice to Keeper
Schedule 4 paragraphs 8 and 9 of the PoFA stipulates the mandatory information that must be included in the Notice to Keeper. If all of this information is not present then the Notice to Keeper is invalid and the condition set out in paragraph 6 of Schedule 4 has not been complied with. Failure to comply with paragraph 6 means that the registered keeper cannot be held to account for the alleged debt of the driver.Which car the ticket relates to
What land the car was parked on
The period the car was parked
Advise that the driver is liable for the parking charge and the amount and that it has not been paid in full
State whether a notice to the driver was given either to the driver or placed on the vehicle and if so to repeat the information in that notice about paying the parking charge and when
Specify the outstanding amount of the parking charge and of the maximum additional costs they may seek to recover, and of the dispute resolution arrangements
Invite the registered keeper to pay the outstanding parking charge or, if he was not the driver, to provide the name and address of the driver and to pass a copy of the notice on to that driver
Identify the “creditor” who is legally entitled to recover the parking charge
Warn the keeper that if the parking charges remains outstanding after 28 days and the name and address of the driver has not been given, or otherwise known to the person entitled to the parking charge, that “creditor” will be entitled to recover the parking charge from the registered keeper.
Details of the discount for payment within 14 days, The Discount should be at least 40% of the full charge under the BPA Code of Practice (applies to BPA Members only)
Date of the notice
Schedule 4 paragraphs 8(5) or 9(5) specify the time limits for serving a Notice to Keeper. If this is not complied with then the registered keeper cannot be held to account for the alleged debt of the driver.0 -
OK, whizz an appeal off to them along these lines:
Dear Parking Plonkers,
The keeper rejects all liability for this charge on POPLA Ground 2, "The parking charge exceeded the appropriate amount". This is a free car park therefore there has been no loss to anyone and the appropriate amount is £0.00. Any charge in excess of that sum is an unenforceable contractual penalty.
No further correspondence will be entered into. You must now cancel the charge or issue a POPLA code per the BPA Code of Practice. Be advised that (i) failing to comply with a code of conduct to which you have committed is an offence under the Consumer Protection from Unfair Trading Regulations 2008 and (ii) your failure to issue a POPLA code will indicate your acceptance of this challenge.

Yep, send that sort of appeal but be well aware this is NOT how the 2nd stage (POPLA appeal) is to be written! This one is purely to get the POPLA code from G24.
See other threads on the forum about G24, we have had a few recently and two I can recall with POPLA appeal wording examples on the thread. That will save you time when you get to that stage as you can copy someone else's POPLA appeal as your draft, tweak it and show it here for fine-tuning.PRIVATE 'PCN'?
