Council PCN - Do they require a picture?

Hi All,
Stopped off at a local car park to pick something and stupidly didn't buy a ticket. I saw the attendant approach the car so I exited the shop and drove off. In that time the attendant was in process of issuing a ticket however did not (as far as i'm aware) take a picture for proof.
My main question is a picture required for a ticket violation or only violations such as parking on double yellows? I admit that i'm in the wrong and I will happily pay but just wanted to check if I had any grounds for recourse.

No they don't have to have a picture but neither should you EVER 'happily pay' any 'PCN' whether it be private or Council!
Almost all Council PCNs can be appealed successfully; over 95% of cases posted about on pepipoo forum win:

It may well be that you will never have a PCN if your Council don't have 'postal PCNs' (many do not have that facility). What you might get sometime in August could be a Notice to Owner which pretends that a PCN 'was served', If so then get pepipoo's help to word an appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
