Must fell tree for safety purposes - can I get help with cost?

About 8 years ago our neighnbour had a similar experience with the trees on the border of our property. The tree had grown around the overhead electric cable. The electricity board were happy to come and cut back the dangerous part. We were then able to fell the remaining tree ourselves.
As for our highway trees - we often get letter drops if the branches overhang the road saying if we don't sort them then the council will - and they will bill us! So, I assume in that case we do have to pay.0 -
Please remember the birds which are likely to be nesting at this time of year in any big mature tree.
If possible, defer felling it until later in the year, after the nesting season.
