How do sellers get away with this?

Don't think I'll bother buying from this seller!!
'NO PAYPAL PLEASE I am happy to refund for items returned in their buying condition within 14 days. Buyer must pay for TRACKED /RECORDED return postage - this will not be refunded. Once item is returned, a refund for the original purchase / postage price will be refunded only. I will not refund for items that fail to be delivered. I will, of course, claim via the postal / courier service but this can take months. If and when the claim is successful, I will refund once this has been completed.'

So basically they are saying 'no paypal as I really hate the fact that UK laws give you buyers rights and I really hate you all and if you pay using an unsafe payment method I can ignore you when a sale goes wrong'.

He's got 2 stars at 4.8 and a couple of bits Ive looked at have sold for consideraby less than average on ebay. His disclaimer about paypal doesn't show on anything I've checked anyway, so it is possibly a new thing
