Breakdown cover for 30 mile radius?

Just wondering if any of the companies do breakdown cover for a certain radious of a persons home?
My dad, in his 70's still drives quite well, but hardly goes further than 15 miles from home. 95% of his driving is around town.
He is looking at his breakdown cover renewal and is wanting to know is anyone does it for low mileage users?
I told him that as the furthest he goes is 15 miles from home once a month, that should his Honda (that has never broken down since 1999) break down then to phone me and I'll come with a rope/bar and tow him.

Local garage may offer a local service, though taking cheapest basic cover with aa and rac on alternate years via a cashback site will be hard to beat.0
