Car clamped - where do we stand?

My girlf and her friend were at uni today and both got clamped even though they are registered on the parking system! They were told they have to pay and will be sent the invoice - the person there wouldn't budge!
When they receive the invoce they have 28 days to appeal but if they don't pay will end up increasing the fine by 50%!!
Anyone had any experience of the appeal program? What can they do? They weren't illigally parked! They may have had to display a pass but doesnt look likely as they are registerd on the system! Whats the point of that??
Thanks in advance.

Someone who I know temped in a fine appeal dept for a while and said that less than 1% of fines are appealed agains, however nearly all are quashed. Don't know how true this is though ... ...2p off is still 2p off!0

Do they know what the rules are or not? It seems that they are just guessing at the moment.
I would suggest reading what the actual parking rules are before doing anything else.0 -
at work we have to a pass displayed in the car even though we're registered on the system or we get clamped.0

Clamping laws are a bit vague. One thing that should be evident are clearly posted signs warning that clamping will occur if parking laws are breached. Were there signs? If so you are stuffed unless you can appeal on the grounds that you were legally parked.NO to pasty tax We won!!!! Just shows that people power works! Don't be apathetic to your cause!0

Ok, the story is the university have thir own private clamping scheme as it is private land. Even though the guy who clamped them actually checked and saw they were on the system he was told to clamp them as they have to "get tough".
When they went to see the bosses, they were told in a very rude way that there was nothing they could do. The clamper unclamped them without them paying but they will be sent an invoice.
Even the clamper himself said his boss was out of line and he didn't like her! Not that he would back up the story of course as he has a job to keep.
They have paid their years parking and that should be enough. They shouldnt be made to pay more just to "keep numbers up".
They are going to appeal anyway.
Thanks for listening
