Estate Agent referral fees

At least one of the Estate Agents I've had round for a valuation has suggested a price that I think is unrealistically high. I'd assumed that Agents who do this do so to get the property on their books, and then when it doesn't sell will suggest a reduction knowing I'm locked in to them.
Talking to a friend about this he says it's also because they make a lot of referral fees so they just want to get as many listings as possible.
I realise they might get a fee from a mortgage broker or a solicitor but is it really the case that this is a big part of their income. Any ex-Estate Agents know?
