Water gel beads and cat poo.....

Regarding keeping cats off lawns etc.
We recently did a quick cheap makeover of the front garden, basically covered with weed suppressant then bark and small plants around the front and sides of the garden.
However, I now realise bark is basically a cat toilet!
I have read loads of threads about using pepper, chili, devices etc.
I have been spraying citrone oil and eucalyptus oil around the garden but no joy, especially when it rains.
I was wondering how this idea would work.
Soaking those plant gel beads in a water/citrone oil solution and scattering them around the garden?
I had some blue ones which are now white and starting to crumble so they actually look like broken glass, would that help to keep them off as I know they don't like reflective things.
I have just put a small amount amongst the bark and it does look like broken glass (I will prob have the RSPCA around againb later, they were here yesterday trying to get people to sign up to monthly dd's to them).
The ones I bought are non toxic.

we have had a terrible problem with cats and have tried everything lion poo, ultrasonic device, citronella etc nothing worked until we cut wire mesh into pieces and put them on the soil. The cats still try and get in to dig but it is working fine0

That's ok if it was the back garden but it I want the front to look presentable, so wouldn't want to put anything like that down.
I have put strips of foil on sticks just at edge of the front fence so it can't be seen my passers by, I will see it it made any difference in the morning, I won't be holding my breath though.

Our garden when we bought it 10 years ago was terraces of pebbles which looked great out of the window, but when you went outside it ponged of cat poo! Its now paved over with an assortment of any slabs I could get my hands on and every single gap between slabs is filled with big stones or plant pots. Even the plant pots have stones around the plants! Gaps in flower beds are filled with stones, or with sticks poking up until the plants have had chance to grow. Before I gave up on trying to grow veg, they were completely blocked off with chicken wire and sticks.
I give up. Enough grows to keep the bumblebees happy, my pond is full of newts and frogs live in my wildlife area at the bottom of the garden. Now my garden is for beer, bbqs and cuddling all the cats that stop by!Many thanks to everyone who posts competitions and works so hard to provide all the answers!
