    Yes.

Step 1 - take a deep breath and then explain better.

    1. Your son got a windscreen ticket? Date please.
    2. When did the Notice to Keeper arrive and who was it addressed to - you or him?
    3. Are you really saying that there were no notices in this car park saying anything about Parking conditions? If so, take photos of the entrance signs.
    4. Was this a shopping car park such as ASDA, shopping centre or was it in a residential area?

    5. What is the contravention that the NTK says? How long was he parked there?

    6. READ SOME OTHER THREADS !!!!!!! They all give you a potted lesson in the parking industry and ticketing motorists. You can't appeal to POPLA yet.

Come back with some answers to my questions and fill out the details a bit more and you will get the right advice.

OK. So are you able to check and see if there are any signs at the entrance of this car park and re-confirm for definite whether or not there were any in the car park? And if so, were they lit? A few photos should also be taken.

This is an important point. PPCs have obligations on signage.

Furthermore, what is the discounted sum, the amount if he doesn't pay etc.

Let's have this information but then be prepared to write a letter such as this one to the PPC, but wait for a couple of days to get more advice on here.

    Dear PPC,

    Your invoice xxxxx dated xxxxx.

The driver does not recognise your authority in this car park or your right to impose any terms, conditions or contracts on parking motorists, and wishes to appeal on that basis.

If you reject this appeal, I require within 35 days a POPLA verification code for me to appeal independently as per the requirements set out on the POPLA web site, further supported by the BPA Code of Practice.

You have been given the reasons for the appeal above. I have nothing further to add, and will not respond to any correspondence from your company unless it contains the POPLA code.

Be aware that there will be formal complaints to POPLA and to the BPA if there is no POPLA code on any rejection that you supply.

    Yours faithfully

If it is HIS van, why did YOU receive a "letter"? Is it actually YOUR van? (As in, you are the registered keeper as far as DVLA are concerned?)

Is this the entrance just off Lucy Tower St? Google Earth shows no signs at entrance, so photos would be really good for your case.

Hi, from what I've read, you and I have had the same problem in the same car park a week apart. Perhaps we should put our heads together?

No it doesn't! Jeez that's just the footnote on the bottom of the letter, saying you can do so if you think UKCPS have obtained your data wrongly (ignore that bit of course as it's not important right now). That's not the main point of the letter, surely you've calmed down and read it properly by now? I can see you are confused!

Did the letter arrive between 29 and 56 days after the incident?

And if you would prefer to send a stronger letter then here's a pepipoo thread where the person wrote such a strong first letter that UKCPS threw in the towel and cancelled it!

    http://forums.pepipoo.com/index.php?showtopic=79697&st=0

If you take that approach then obviously you would have to change the wording as UKCPS have seen it before. You could say you have checked the car park this week and there are no signs. And make sure it is written from your point of view only, having received that letter (not talking about what the driver did or who he was).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
