And COMPLAIN about PE's conduct in failing to comply with the time limits set by POFA for serving a NtK, and putting you to the stress and inconvenience of appealling this invalid parking charge all the way to POPLA. Tell them that you expect them to investigate this unlawful and intimidatory by one of their members.

Then copy that letter & PCN to DVLA

And COMPLAIN about PE's unlawfully obtaining your Registered Keeper details, and ask them what they are going to do to prevent future breaches of DVLA rules and procedures by PE.
