house exchange refused

We have tried to exchange 3 bed house in GT Yarmouth with our 2 bed room flat,
the woman that is in the 3 bed lives there alone and has been told from her housing officer not to bother as they wont accept us as we will under occupy the house.
But if she stays there she is under uccupying herself as she is on her own,.. we are a couple with a child so less under occupied.
Weird how the system works here:(

so is the other person,.. though our housing is totally fine with her moving in here
I forgot to mention we have a son who is autistic and we do need the extra space0 -
Likewise, she on her own, cannot move into your 2bed place as she will still be under occupying.
You need to look for someone who will swap a 2-bed house or larger garden flat instead. You won't get a 3 bed house. You *may* find that a single person moving into your flat would be permitted if you moved into their 2bed place, at the councils discretion, but it won't happen with a 3bed.0 -
I posted before I saw your comment about your son being autistic.
Have you a statement for him? The need for a third bedroom, can this be backed up professionally? If you have all this, then perhaps you need to contact her council directly and tell them the whole story.
As your council will allow her to move into your flat despite it still being under occupied, you're lucky!0 -

we rang the housing officer with the question about our son being autistic. he has a statement. but he was still not changing mind and kept saying "we wont consider"0 -
I would ask for a copy of their exchange policy and their appeals procedure, then go through that with a fine tooth comb with a group such as Shelter.
If you can prove that you need three bedrooms because of your sons needs then you could appeal their decision on that basis.0
