Help/Advice with Penalty Charge Notice PCN

Hi, new to the forum but would really appreciate some help/advice/opinions. I recently got issued with 2 Penalty Charge Notices from Lambeth council for parking on a "waiting restriction during controlled hours".

The tickets were issued on these times/dates;

Saturday 25th May at 10:20am
Sunday 26th May at 14:11pm

The only sign that I could see and subsequently accepted as being relevant to where i parked states the following:

No Stopping
Sept - July
Mon - Fri
8am - 10am
2.30pm - 4.30pm
On School Entrance Markings


Please see the photos in this post. I challenged both PCNs via their website, explaining that I felt the officer had made a mistake, and showed them the sign and the hours/days that it listed. I received letters today telling me that "we do not feel that you have made grounds for cancelling the PCN". Now unless I am grossly misinterpreting the rules that were stated on the sign, then I can not understand how they have not cancelled these tickets.

Has anyone got any advice or opinion on if I am in the wrong here?

It was suggested to me that there might be a parking restriction sign that I have gone against, but the notices, and the rejected challenge letter, state "parked on a waiting restriction during controlled hours" which to me would insinuate it is the sign that I went by and have shown here . Am I being really stupid here or does it not make sense to anyone else why I have these PCN's?

Any opinion or advice would be very appreciated.

    You are on a double yellow line (DYL) as well as a 'no stopping' school restriction.

    A DYL needs no accompanying sign and doesn't actually mean 'no stopping' as such (for example you can load/unload on a double yellow). That's why the Council have added an additional 'no stopping' sign which accompanies the school zig-zags, but that's NOT the sign/lines you've contravened. You have parked on a DYL.

    You have put this bit in speech marks but is that EXACTLY what the Council said?

    "parked on a waiting restriction during controlled hours"??

    should be:

    Code 01 "parked in a restricted street during prescribed hours" = a DYL.

    You could pay at the discount if they have re-offered it, or you could put your pics and a photo of both sides of the PCN and all pages of the rejection letter, on pepipoo for their expert advice. If you have grounds for appeal they will tell you when you show your photos and all pages of the PCN and letter:

    Thanks for the reply. It states "Contravention : 01 Parked in a restricted street during prescribed hours" in the letter heading, and then it says "The PCN was issued because your vehicle was parked on a waiting restriction during controlled hours" in the first paragraph the letter body text. What are the "prescribed hours" and "controlled hours" that they are talking about? Does this actually mean 24 hours, 365 days a year? I do not really understand why they have a sign up that lists times and days if it doesn't actually apply. Am i missing the whole point of "you can never park on double yellow lines, full stop"? I am just realising that I do not actually know the laws regarding them.

    That contravention is for parking on a double or single yellow line. In your case a DYL and yes they apply 24 hours, 365 days a year, no need for signs.

    You have missed the point but so do loads of people and so did I before I joined parking forums! The bit in bold is simply not the case. A disabled person with a Blue Badge can park on yellows for 3 hours, for example, and (as long as there are no yellow kerb blips signifying a loading restriction as well) any person can load/unload certain goods to/from premises and collect or drop off a passenger on them.

    I would still show pepipoo your documents and see if they can find a flaw.
