That link has been spammed quite a number of times on MSE (by the person who created the site, I believe) so MSE automatically censor it. :)

Given is a useful tool and available via Google I can't see their problem but I'm not going to complain ;)

Was the original letter received within 14 days of the incident?

Also, here's an option to get this to POPLA or cancelled.

If you now write and say who was driving (name and address of your lady wife) she can then appeal and win it at POPLA. The PPC should issue a Notice to Driver if you tell them who was driving and that affords her the appeal chance (and we win in every case at POPLA so far fought since March).

Your wife could then respond to her Notice to Driver, initially with an appeal to PE that proves her purchases, enclosing a copy of any receipts she has kept and/or sending an 'anonymised' (redacted) copy of her Card or Bank Statement if she really wants to knock this on the head before POPLA. She could say her next port of call if PE do not drop the harassment will be to complain to each outlet in writing and to the Managing Agent in the Retail Park as well.

PE are known to cancel fake PCNs when a person shows over £30 of receipts/proof of purchase.

And if not, she will then have POPLA and you can get a well-worded appeal here. You are too late for POPLA but the driver is not.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Oh, you've got me confused now. Dont know if I should ignore the letter(s) or take this course of action. What if my wife doesn't have any receipts, should she still appeal? I'll ask her to check her bank statements but she's really bad with paperwork!:D

If it were me I would make every attempt to steer this back to a stage where POPLA is available. Because we know how to win at POPLA and receipts don't come in to it with POPLA. I only suggested they may be useful for the first challenge to PE - if and when your wife gets a Notice to Driver, as a result of you saying she was driving.
