Neighbour's extension

Our neighbours are having a single storey extension built, almost the full width of the existing house.
I have looked under the 'permitted development rights', and as far as I can see, the maximum height, to the eaves, is 3 metres. As it will have a flat roof, at what point to you class the eaves??

    It's the same as a pitched roof. i.e. it's the total height from ground level at the eaves, not a measurement to the eaves themselves.

    So,are the eaves the point where the bricks stop?, On a flat roof, the total height would be over 3 metres.

    The Planning Portal says:

    "If extension is within 2 metres of a boundary maximum eaves height should be no greater than three metres to be permitted development." (their pidgin English, not mine!)

    It says "eaves height," not "height to the eaves," so I take this to mean a measurement of overall height at the eaves from the highest point on the adjacent ground.
