Cleaning heated towel rail

I have an oil filled heated towel rail, white metal. It has collected bits of wet towels, so, you know, fluff, over time and not only looks naff, but discolours my towels. I am flummoxed as to what to clean it with? Any help/suggestions most welcome.

T cut is always good. Available from Halfords or motor spares shops.Eat vegetables and fear no creditors, rather than eat duck and hide.0
