Suing the vendor for non-disclosure of upcoming bills.. Possible?

No, I don't believe a solicitor would be phoning to ensure anything had changed since his initial inquiries to the council.
It would seem If the solicitor had made the inquiries & the council omitted to give the correct information, then surely they are the ones at fault. They would have known about impending works when your solicitor first contacted them. These things are planned months & months in advance.
That said, it is very wrong of the vendor not to have informed you of the works. Many years ago I owned an ex-local authority maisonette in a 2 storey stand alone block. I sold it at a very good price due to it's location & part way through the legal process I received a notice from local authority detailing decorating works that were going to be commencing to the exterior & communal areas.
I confess I thought to myself that it couldn't have come at a worse time, considering I was already part way through the selling process & had a very keen motivated buyer. But facts are facts & I contacted the ea who then let my buyers know about intended works & resultant bill. I agreed to adjust my selling price by the amount estimated in the outline of works to be done, both solicitors were notified & the result was a happy buyer.
I think morally your vendor has tried to pull the wool over your eyes by failing to inform his solicitor or the ea about the cost of works as soon as he received the letter about them. It makes me angry when vendors can act so sneakily.
I hope you are able to get some retribution for being misled in such a way.The bigger the bargain, the better I feel.
