Multi electric meters economy 7

Hi,

Apologies in advance if I am just being dense but I thought this was the way place to ask a question before I contact edf. We moved into a property 3 weeks ago and it's the first time I've lived anywhere with storage heaters.
When I read the meters when I move in, I contacted edf to give them the readings. I go to bed quite late so taking advantage of the cheaper night rate i have been putting the hot water tank on at 1230am. We've not needed the storage heaters and they are off at the plug.

Yesterday I looked at the meters just to see how much roughly we'd used and the night rate meter has not moved at all.
When I flick the storage heater main fuse to on, the meter then starts whizzing round even though I did this at 1900. None of the storage heaters are on in the flat though.

My question is should I have the storage heater main switch on even
Though they are off at the moment, and if yes, should both meters be running simultaneously?
I thought that the night one kicked in during the night automatically but as it hasn't moved in 3 weeks is there a problem with the meter or is the problem with me!

The meters are both old and are not LCD, just the counter type.

    This sounds like an off peak tariff not e7 which may be 16 hr 7pm-7am 1pm-4pm. If this is the case yes both meters can be on at the same time

    Is there ahold mechanical timer near the meter? What time is it currently set to? It should be on get time.

    If you can't see the timer or there is not one contact edf and check what tariff your on.
