Travel Insurance for China relative coming to UK

My wife's mum is coming to the UK for 6 months.
From China she can only take out accident insurance for abroad.
In case she falls ill in the U.K. what's the best way to get her insured - will she be able to see the GP?

In an emergency she would be treated free at any hospital A and E, but that would only cover immediate life-saving treatment.
See if she can get cover from World Nomads: I'm not sure whether they can do anything for a Chinese national (and it might be worth emailing them to ask if they can do anything for her situation). You could also see if you can find travel insurance offered by a firm in Hong Kong that would be valid for her (perhaps ask her to check since some of their web sites might be in Chinese).
Another suggestion would be to ask the British Embassy in Beijing.0
