How's this for misleading... Use of the word FINE - Who would it be best to complain to for maximum effect ... ?

How many car parking spaces do we have?
We have over 320 parking spaces - all of which are absolutely FREE! However, there is a 3 hour time limit on free parking.
Please note that all vehicles entering and exiting the park, will have their registration number scanned by an Automatic Number Plate Recognition system. Any vehicle on site over the 3 hour maximum stay period will be liable to a parking fine as displayed on the signage on site.

The same as Aldi confirms in writing that ParkingEye also issue FINES at all their stores where car parks are (mis) managed by PE.
Seems to be a picture building here. One wonders what PE tell their potential principal contract holders in their sales pitch?
Maybe it's hidden somewhere in their not-to-be-released contract with Aldi?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
