UKCPS Advice (Noob)

Hey,
First of all I'm sorry if this is covered elsewhere - I've looked and looked and keep seeing conflicting advice.
So, I got a ticket from UKCPS a while ago for parking in an area with double yellows. I didn't see them as they're partially broken, it was pitch black and ~6 other cars were parked there.
Came out and had a ticket. Didn't pay that given it's not a 'fine' as such. Also, the ticket says I was "Parked outside marked bay" not "On Yellow Lines" (there is an option for this).
Today I get the first letter saying it's gone to £100.00 and there may be action taken yada yada. Interestingly, my ticket says 20:06 as the time where the letter says 0:00.
My question is: what to do please?
I've read that I can ignore this but then again, I've just read that approach is 'old advice' and I should appeal.
Of course this has confused me, so any advice is sincerely appreciated.
Many thanks
D

There is a 2 stage appeal to knock this scam fake PCN on the head, as long as this was in England/Wales and you have only just got the first letter.
It's a soft appeal to UKCPS (but not by email in spite of what the letter says, they only deal with postal 'appeals') and then a strong winning appeal to POPLA. Read up on it on other threads on the first few pages here; learn about POPLA appeals while you wait for UKCPS' drivel of a reply.
Soft first appeal examples here:
http://forums.pepipoo.com/index.php?showtopic=80125&st=20&start=20
POPLA appeal examples (once you have prised a POPLA code out of UKCPS as they won't volunteer it without a second letter I suspect):

Hi there
Thank you, that really does help. I'll get onto it at the weekend - I assume having only received the first letter today I'll be ok doing it this weekend? That's not too long is it?
Thanks

You have 28 days from receipt of that Notice to Keeper (NTK). Word it as shown in the examples which you'll notice give very little detail, do not talk about 'what happened' and certainly DO NOT imply who was driving (no mention of the windscreen PCN).
If you want to avoid having to write twice for that POPLA code (a favourite trick by UKCPS) you could finish your challenge to UKCPS with:
'Please note that I am asking for a POPLA code NOW, by return, if you reject my appeal. I do not expect one of your famous 'stalling' rejection letters and if you send a rejection with no POPLA code you should be aware that I will complain to the BPA and DVLA immediately. And it goes without saying that I will include your sharp practice in my POPLA appeal of course, along with all the usual stuff and the fact that your signs and lines in that car park are not lit so are not discernible at night. That is a specific breach of the BPA code of practice on signage, and your Notice to Keeper is equally flawed of course so there will be much for POPLA to mull over if you choose to fund my appeal there.
POPLA code please, or cancel the fake PCN immediately. Is that clear Peter?' *
* Peter Haswell is the apparently megalomaniac person at the helm of UKCPS which has an HQ based in a caravan behind the Blooming Rose pub in Leeds, by all accounts. Watch this from 9 ish minutes onwards, you will see Court Sherrifs visiting the nerve centre of UKCPS! Marvel at their professionalism!!

That should give you some idea of who you are dealing with. You'll win at POPLA - if you word that stage strongly - but you just need that 10-digit code!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just posting this link as another option for the first challenge:
http://forums.pepipoo.com/index.php?showtopic=79697&st=0
That poster did a strong first challenge and then followed it up when UKCPS 'omitted' (as ever!) to include a POPLA code with the rejection.
UKCPS threw in the towel without even facing POPLA as they could see they would lose. So I have decided to suggest this as another option for UKCPS, as they clearly can't cope with a strong appeal and don't want to fund POPLA appeals for well-informed appellants.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That programme is no longer on BBC iplayer Coupon, so unless its been saved somewhere or on like YouTube it's goneWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
