hello!
let's say I rent a property where council tax is included in the rent
at the same time I am a full student and worker
am I exempt from council tax?
is there a way to get a refund?
or landlord will benefit from my exemption, and I will end up paying as if I had to pay council tax too?

CT should not be included in the rent. CT payment is the responsibility of the tenant not the landlord. The exception being where a property is a "house in multiple occupation", the landlord is responsible for paying CT.
Full time students are exempt from paying CT, but they need confirmation from their uni/college that their course meets the requirements to be classed as fulltime.
Any refund or lower rent would have to be negotiated with your landlord. It would be preferable to negotiate a tenancy agreement where you pay the CT.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
