The thing is, i didnt actually receive anything on my windscreen, just a follow up letter saying the fine had increased! but i appealed within 10 days of the follow up letter, which they then responded too, stating I should have parked elsewhere. I will call the head office tonight to see what the company name is then write to them mentioning the above comments and fingers crossed, will get the fine cancelled!

Slow down, this is too rushed. Your priority is to get a POPLA code out of UKCPS (or for the fake fine to be cancelled) and that just requires another letter to them. It's not a case of 'fingers crossed' and sending off a random further letter. You need to plan it, this is not a time for begging letters about 'mitigating circumstances, it's about asserting your legal rights which UKCPS have breached.
You could send a letter worded as a complaint about disability discrimination and copy in the Managing Agent for the complex. Easy to find them just by Googling the name of the Leisure complex and reading any resulting newspaper article or Retail Website promotional press release stuff. Always says who the landowner is and who the Managing Agents are.
Here's one I wrote at 1am last night for someone on pepipoo against UKCPS, I headed this one up as a Letter Before Action but if you don't want to threaten a court claim then take out reference to suing them & instead head it up 'COMPLAINT ABOUT DISABILITY DISCRIMINATION BY UKCPS':

You will need to change the bit that says the driver displayed a Blue Badge, and simply say instead (not saying you were the driver of course):
'It is a fact that the driver is disabled and as such, has 'Protected Characteristics' under the Equality Act 2010. This extends to him the unequivocal right to use any 'reasonable adjustment' provided by any landholder/client/operator when visiting a customer-facing environment, including car parks.
In short, the Act says that disabled people can legally use any disability provision applicable to them, unharassed, and in the case of a disabled bay this would be with or without a Blue Badge (the Act has nothing to say about permits and badges of course because the legal right is established by need). Any term that UKCPS may have on their signs to the effect 'Blue Badges only' is null and void if the effect is to deny a disabled person the statutory right to use a reasonable adjustment without penalty. UKCPS know that I am disabled because I have written to them, so their offence is complete and the Retail Park/Landowner are liable for the unlawful actions of this agent.
If UKCPS refuse to cancel this fake PCN I require a POPLA code immediately and may still pursue a case against all parties for damages for distress after this is all over.'
So make your letter a mix of that and the linked one, tweak it to suit but NOT written to say who was driving. You could if you wish outline a sentence about the disability of the 'driver' to show that there was an established need to park the car near the cinema.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
