Hi, I wonder if anyone can help me? My son and his girlfriend, who are both students, rent a studio flat. They have now been in the flat for almost 2 years. When they first moved in, we were told that council tax was included in the monthly rent so, imagine their horror when they received a council tax bill for £1,800!! When they asked the landlord, he said that council tax was included only for the first 6 month contract that they had. He failed to tell us that on initially renting the flat and also failed to tell them that it wasn't included after that first six months. Luckily, they haven't had to pay it because they are both students. Would it be reasonable to now ask for a rent reduction as we were led to believe that the rent we paid included the council tax?

you can ask for anything, doubt you have a basis for a legal claim though since you signed the contract knowing that the amount payable included bills so you can hardly ask for a refund on the basis you don't have to pay one of those bills when you have been paying that amount for the last 2 years so have accepted the rate by default0

Do you have it in writing that the rent was inclusive of council tax?
If not, as students they have had a very lucky escape. Let this be a lesson to them never to take a landlord (or anybody they pay large sums of money to) on trust.Would it be reasonable to now ask for a rent reduction as we were led to believe that the rent we paid included the council tax?
You can try, but ultimately the landlord holds all the cards.
I would suggest getting in touch with the council and seeing if you can reclaim the first six months council tax (assuming the landlord did actually pay it!). If they are both students, they did not need to pay this, and might be able to claim it back.
