Parking adjacent to a dropped footway

I got a council issued parking fine yesterday as I was 'parked in a special enforcement area adjacent to a dropped footway'.
The part of the road I was parked on has single yellow lines and signs saying parking is not allowed between 2 and 3pm. The ticket was issued at 10:46. I was parked along the stretch of road that has the yellow line permitting parking outside of those hours, and my car was along the dropped footpath area. However, there is no white line or notice saying that parking by the dropped area is not allowed, and it does not lead onto a driveway as the other dropped sections do along the road.
Can I appeal this fine??
