Is there any way of getting to the cheapest train ticket prices before they go on the trainline website 3 months before travel?
Can they be bought over the phone further ahead than 3 months?

No - they don't exist more than 3 months ahead. And sometimes not then - the three months is by no means precise.
It's <possible> (I've no idea) that they might be available on the phone a few hours before being on the web, but no significant length of time.0 -
Also remember that cheapest fares don't usually become available until 6 weeks before travel. I'm waiting to book London-Betwys-y-Coed returns for late August.
An Advanced return(actually 2 singles) will (I hope, subject to no fare increases) be £31. That isn't yet available; the cheapest option if booked today would be £66.600
