Last minute change by First Choice

My daughter went on holiday on Saturday.
She booked the holiday online with First Choice several weeks ago.
On Friday at 16.30 she got a call from First Choice advising that the hotel she was going to was overbooked and she could not go there.
Her options were to accept a different hotel plus £40 compensation or cancel.
She was told that the First Choice office closed at 1800 so she would have to decide within 90 minutes.
She has accepted the alternative hotel although it is not in an area she wants to be. This decision was made to ensure she at least got a holiday.
First Choice terms say they can make changes and the compensation is in line with their published scale.
It seems to me that it was not satisfactory to tell her only on the day before departure and within 90 minutes of their office closure. This left her very little time to do any research etc especially bearing in mind her flight was the next day.
Can anyone offer advice re if she has grounds to make a claim as First Choice have not been reasonable in leaving it so late.
Thanks
