Above garage extension on a leasehold property

We live in a detached first floor flat above a ground floor flat. Both flats are leasehold. There is a two car garage attached to our downstairs neighbor's flat, and we own the garage furthest from the flats (our neighbors own the garage which shares a wall with their flat).
We would eventually like to put an extension to our flat above the garages, but this would include going above our neighbors garage as well as our garage. Is this something we could do? We would hope to buy the freehold first, but is it possible without owning the freehold? Who technically owns the space above our neighbor's garage?
